Apostille versus Consular Legalisation
There are two routes to a document’s international validity: the apostille, and consular legalisation. Since the apostille holds between Turkey and Italy, most students never need legalisation at all. This page explains the difference — and which route applies.

The two methods: apostille and legalisation
A document can be made valid abroad in two basic ways. The first is the apostille: the simplified method, valid between the states of the Hague Convention, making a document internationally valid with a single endorsement. The second is consular legalisation: the longer method used between countries outside the Convention, requiring separate certifications in the issuing country and at the destination country’s consulate. Which applies depends on whether both countries are Convention parties — and knowing the distinction is what gets your document prepared by the right route.
Between Turkey and Italy, the apostille holds
The good news for Turkish students: Turkey and Italy are both parties to the Hague Apostille Convention. Documents between the two countries become valid by apostille, with no consular legalisation needed on top. Apostilling a Turkish diploma is enough to make it valid in Italy — no separate certification at the Italian consulate. That simplifies and speeds the process considerably: against students from legalisation countries, Turks pass through a far shorter, more practical document-certification process. The advantage is one of the real conveniences of preparing documents for Italy.
Heading off the confusion
Some students confuse the apostille with consular legalisation — or the apostille with the Dichiarazione di Valore (DoV). Keeping them straight matters: the apostille certifies a document’s authenticity; consular legalisation is the alternative certification for countries outside the Convention (not needed between Turkey and Italy); and the DoV is a separate document altogether, showing a degree’s value and counterpart for recognition purposes. Apostille and DoV serve different functions — and both may be needed. Keeping the concepts apart puts the right procedures in the right order; the DoV is covered on its dedicated page.
What should you do?
The summary for Turkish students: certify your documents by apostille, not consular legalisation — between Turkey and Italy the apostille holds, and suffices. After the apostilles, prepare the sworn translations where needed and, for recognition, the CIMEA statement or DoV. The steps complement each other but serve different functions. Using the right method (the apostille) keeps you clear of pointless legalisation errands — and fixing the certification route from the start makes the document preparation simple and fast at once.
Notes for Turkish students
The essential point: between Turkey and Italy the apostille is valid and sufficient — no consular legalisation. That simplifies the whole certification process. Obtain the apostille from the right authority (see where to get an apostille), then prepare the sworn translations and the recognition documents. Don’t muddle apostille, legalisation and DoV — each has its own function. The right method completes the Italian document preparation without wasted steps; the apostille’s validity is a real advantage that eases the whole process for the Turkish student.
Why does the Convention matter?
The Hague Apostille Convention is the arrangement that radically simplified international document circulation: between its member states, documents become valid on a single apostille endorsement, with no separate consular certifications. Turkey and Italy both being parties eases the Turkish student’s certification process enormously. Without the Convention, every document would need separate certifications from the Turkish authorities and the Italian consulate both — a far longer, wearier road. The Convention, in short, is a genuine convenience that accelerates the Italian document preparation for Turkish students.
When is consular legalisation needed?
Consular legalisation applies only to document traffic between countries outside the Apostille Convention: the document is certified separately by the issuing country’s authorities and by the destination country’s consulate there — longer and more tangled than the apostille. Between Turkey and Italy the route is never needed, since the apostille holds. But bringing a document from a third country outside the Convention, legalisation can arise. The general rule: both countries in the Convention, apostille; otherwise, legalisation. For Turkish students, the apostille suffices almost without exception.
The summary, practically
- Between Turkey and Italy the apostille holds; no consular legalisation
- The apostille certifies the document’s authenticity
- The DoV is a separate recognition document, showing the degree’s value
- Obtain the apostille from the right authority, then the sworn translation
- For third-country documents, check the Convention position
Working from accurate information
Accurate information about certification methods is what prevents wasted procedures and lost time. Knowing that the apostille holds and suffices between Turkey and Italy frees you from pointless legalisation processes. Trust the official sources on the Turkey–Italy position, not stale information — or other countries’ rules — circulating online. With the apostille done, the sworn translation and recognition steps follow. Knowing the right method from the start makes the document preparation fast and error-free alike; in doubt, the Italian consulate’s current guidance is the safest check.
The Turkish student’s advantage
That the apostille holds between Turkey and Italy is an advantage that visibly eases the certification process. Where students from non-Convention countries must pass through a far longer, more tangled legalisation, the Turkish student validates a document on a single apostille endorsement. Use the convenience properly: certify by apostille, not legalisation, and know the advantage for what it is. The apostille’s validity is a real, easily overlooked convenience that makes the Italian document preparation faster and more practical — take its full value.
